Download the 0032_0001 seem with p2kman and open it up with moto-tool and put a check here:
Save in moto-tool and reupload with p2kman, click restart the phone. After the phone restarts press and hold the 1 button and see if that works. You might have to call your provider to get the actual voice mail number.
